If you downloaded RollBack Rx Home Edition using Internet Explorer then you will notice that you cannot run the setup as it will ask you to "Open With".

This happens because Internent Explorer removes the '.exe' extension from the file during the download. 

To fix this just rename the file 'RollBackRxHome' to 'RollBackRxHome.exe' and then run the setup. The installation wizard of RollBack Rx Home Edition will start. 

Alternatively - you can use Google Chrome or Mozilla Firefox to download RollBack Rx Home Edition.
